Well, to be correct, that was an exaggeration. After the death of Stalin if you don't clap, you would simply clap in the room of the lower rank, so to say. You could lose your high ranking job, at maximum. Nobody would have imprisoned you for not clapping...

The punch line is funny. Some jokes don't translate very well. This one did. Looking at the Olympic symbol thinking the crossed rings were, oh! As in "oh, now I get the joke."
Duh! They're not called rings, circles or Os for nothing, you know!
I remember the 80s, and it was a funny joke! Some would say it was more real than a joke. It was probably both. :)

A regular meeting of Communist party is going on. KGB somehow finds out that an American spy is going to be among the audience during state leader Brezhnev's speech. A young and eager KGB agent rushes to find him, but an older experienced colonel tells him to hold on and just watch the audience. In an hour or so after the speech started the colonel says: "The spy sits in the 10th row, seat 5." The said man is taken and really turns out to be an American spy. "But how did you know?!" - asks the young agent in awe. And colonel replies:
"The enemy doesn't sleep."
("The enemy doesn't sleep!" was a well-known slogan during the Soviet era).
