If you find a copy of the Pilgrim's Path, it will update your journal for the quest to make the pilgrimage to each shrine yourself. There are also two friends near the shrine that got separated from one another, and that one actually has a pretty decent quest reward.
There are quite a lot of half-baked ideas in Morrowind, some are disabled or cut out before release, others didn't even make it into the build. I like to think Tsiya's quest was to be a beginning of a longer questline, possibly related to Cammona Tong.

2:20 the classic mistake of forgetting about that tiny bounty the guards can't even be bothered to stop you walking past them for 4:50 and the classic Siltstrider NPC falling off his platform, surprised it happened so early into the game usually that takes a while
I'm not sure if it has caused you any issues, but just so you know, you can type "RA" in the console to reset the position of NPCs. For example, the Silt Strider NPC in Balmora who has fallen off the platform will be placed back up where you originally found him. I hope this helps :)
Yes, I was about to comment the same thing! IIRC "RA" means "reset actors" and I used this command a lot, since NPCs in Morrowind love trolling players and blocking doorways :D There's no shame in using it, since it fixes a somewhat buggy behaviour, it's not a cheat command.

I miss the days when the quest hand holding was almost non existent and you actually had to figure stuff out for yourself. To this day, I think quest markers should be more a ‘reveal as required’ thing.
Occasionally the marker is handy. Unfortunately when MAs say "no quest markers" they give vague hints in notes and people just look stuff up. Giving a note that says "I talked to this guy in this town" gives direction.

Lots of things to do in Balmora. Lots of pillows if you look in the right places too, outlander.

the npc falling off the platform happens increadibly quickly in gnisis, the loading zones from the census office are almost enough to do that
There were some like that in Vivec. Felt like most canton had their own little quests you could complete.
