For those wondering the context of the lyrics:
The singer is Queen Selenya of Valdemar. The rulers of Valdemar are born and bred as rulers though can only accend the throne if they are chosen by the mystical Companions. Companions are mostly pure white with icey blue eyes though a grey variation arises when a Monarch is to be chosen, their heir in right or the monarch's own. They are called Groveborn and there are only ever three groveborn companions.
Selenya is descendanted from the founder Valdemar himself who founded Valdemar as a country where all would be accepted regardless of who they were so she has big shoes to fill.
The Heralds she mentions in the song are literally a magical army. They are spell casters who have gifts. Normally one or two gifts, only Herald Mage Vaynel had all but one of the gifts and he's a special case. Hearlds at ages 10-13 (puberty hitting) are chosen by a companion. This is signaled by the sound of sweet bridle bells ringing. Every town is instructed to give shelter and resources to a newly chosen as they journey from their hometown to Haven where they will be trained. The towns that help get subities from the Monarch such as grains and seeds for planting, help if they are on boarder etc. pretty sweet deal.
Selenya wants to be a good queen and often has regrets, if you listen to other songs such as Trio, Her Father's Eyes, and Battle Dawn Selenya herself admits she has done wrong. The Cost of the Crown is another example of this regret and concern.
Nor to mention her father was murdered, she took the crown too soon, she married a man who wanted to steal her crown, her daughter was almost too spoiled to be Chosen, a man tried to take her kingdom by force and his daughter as his prize, but she overcame all of these obstacles plus a series of magical storms that threatened the world...she's a good ruler with a good heart, full of determination to do the right thing no matter the pain it may bring her.
A sad song and yet it has a certain bliss to it. Of course the singer them self has a very soothing voice too.
I honestly feel strangely relaxed now after listening to this. ☺️

Goodness I love this song, and whenever it's used I almost instantly become a fan of the story it's from. Big props to Mercedes Lackey for creating great characters and songs, and even bigger kudos to Josh and the gang for finding a way to work it into a campaign.

There's something about the line "thinks twice and thrice and yet again", in particular, that I find especially beautifully written.
Thats a very reflective, deep and sad song.
