    Question
It is my understanding that column 2 has no restrictions on voltage (aside the 0-1000v it covers) or other protection requirements.
For example, i could feed a 100a 120/240v subpanel in a detached garage (or any other circuit) and would be good to go at 6" in rigid conduit(assuming row 1).
However, recently feeding a 120v 20a post light in rigid conduit at 6" burial depth, our ahj required gfci protection as if this were a column 4 installation.
Ahj claims the only thing changing in column 2 vs column 4 is burial depth and gfci protection is still required. I can find nothing to support this.
Can you clear this up? Thanks!
    Love your channel

Great video, full disclosure I am not a electrician,I am a excavator for quite a few in my town. I just had a friend get failed because he didn't bed the conduit in gravel and the city guy sited 300.5 (E) and while this is a service conductor (from pole to house) they still won't let him proceed. Our utility company doesn't require a gravel bed they only stipulations they have is that you don't back fill with rocks if any came from the trench.
He is going to go ahead and put the gravel in just to move forward, I personally wouldn't because he is opening a door to everyone thinking they have to put gravel which really complicates a simple process.
My question is what does 300.5 say specifically and where do I find the verbage that service conductors are exempt from the NEC?
Thanks in advance for any help you may be able to provide

Where is your take on the changes to 300.14?

It's not really even a change, right? The code is the same with or without those words in it.
