you can rent a meter in palau and then you can show the energy bill to your requestor. that is what I heared. But never tried it out.

When you have situations like Puerto Rico where the IRS comes after US citizens if they have any tie to the mainland US. Then you have Palau being so closely tied to the USA including the e-residency giving you a USA address, is there any resource that shows that it is impossible for the IRS to adapt you into their tax system as a non-US citizen with this program?
Palau only taxes income earned from Palauan employment - govt or private sector job in Palau.

Would a US national with a felony from more than a decade ago be eligible for this? What do they look at in the background check? Low credit score?

A fintech company might work; not as good as a bank, but OTOH a lot easier to get an account.
Just get a hard wallet and use bitcoin atms
If Palau has a bank then they should just use zelle to exchange money for goods and services.
at the moment there is no sense to get this digital residency as u cannot get a bank account utility bill etc yet
It's being used for K.Y.C. on crypto exchanges mostly
