I mean, if you practice enough, I've seen a performer hit two then three then four, then maybe even five different targets with a single shot. There was a lot of careful set up with each individual arrow though lol. He did the two arrows way faster than the guy I saw.
Funny thing: you said you created a cheese wire arrow that would probably cut someone. In Monster Hunter Generations Ultimate, there is a hunter art for the Bow called Blade Wire where the hunter ties wire around two arrows. Every shot until the buff timer runs out is now two arrows that spread apart with wire in between them that deal cutting damage.
My man is slowly becoming the Green Arrow through experimentation. He's one arrow away from throwing on a green hood and a mask and going on Vigilante Runs.
The version in the comics uses compressed gas, a fuse, and memory wire (that is to say wire that springs back into a coil shape when tension is released). Hawkeye sets the distance with a quick twist of the arrow in the quiver before drawing it (which turns the dial in the arrow head). The fuse triggers and the gas pushes the bola heads away from the arrow shaft, but they start to wind back into a coil shape and tangle together as soon as that momentum is used up. Hawkeye's a bit of a MacGyver when it comes to human-powered weaponry, on top of being an amazing archer. He also used to hire an underground tech guy named The Tinkerer to design higher tech arrows, but after joining the Avengers, Tony Stark designed and built most of his more gadget-driven trick arrows.
Have you considered an arrow with a cartridge that opens on impact? I'm not sure on the mechanics, but that seems to be the base for many trick arrows: smoke, explosive, powder, oil slick, etc. Perhaps consider a dye pack mechanism? The kind to deter bank robbers by covering them in fluorescent dye that doesn't wash out easily?
If you were able to make the string barbed while it still being light it might stick to the enemies clothing even as it wraps around em. It won't be a tight entanglement but could help

They pack it in a particular way that will cause the rope or chain to unfurl in a particular way with weights at the ends that will ensnare a bunch of thin, long bits, like limbs. Granted, they were used to muck up the rigging of an enemy ship, not entangle people, but that's because with the force of cannon fire even a really thick rope or chain would basically slice you in half if it got you (also, you don't really aim cannons at people, not because it isn't devastating but because they are generally more effectively used to destroy infrastructure than people, and if you *do* wanna destroy people, you use grapeshot for the wide spray of lethality). I figure for an entangling arrow to work, it would have to be designed to come apart mid-flight in such a way that the ropes would function as a bolas, much like how slingshot does. And yes, I am also aware there is an entirely other projectile weapon called a slingshot. That is not what I am talking about, that slingshot is a weapon like a bow or gun, meanwhile the slingshot I am referring to is an ammunition like an arrow or bullet.

Fun fact about the cheese wire arrow, it's a skill in Monster Hunter Generations which gives your arrows the ability to do slashing damage, making bows able to sever tails. Soooo, mission failed successfully.
