Breaking News in Japan! September 7th? (Moving to open up Japan?)

  • Prime Minister Kishida just made a big announcement this past week that the required pre-departure 72-hour PCR test will no longer be required when arriving in Japan from September 7, 2022 (3 vaccine doses or more required). Also, he will raise the number of overseas arrivals into Japan from 20,000 to probably 50,000. But although this is a major step forward, this still does not address the issue of allowing independent tourists and travelers into Japan. Moreover, all of these new changes are just addressing the symptoms of the deep-rooted problem in Japan. The major issue is not being addressed presently in Japan and thus, the story continues to repeat itself over and over again. When will Japan open up to independent tourists and travelers?

    I doubt Japan will ever fully reopen anytime soon, Japan’s a country living in denial. I’d rather spend my money in a country that appreciates tourists.

    I’ve given up on visiting Japan. Not much point traveling to a place I’m not welcome. My perception of Japanese people has now changed

      I'm pretty sure a lot of Japanese people are fine with foreigners, especially these days. It's just that their leaders are apparently appealing the the few who aren't (mostly elderly folks).

      @@QuesoGr7 literally just seen a couple of British UA-camrs get turned away from a Yakitori shop during their bike trip because they were white. I guess it’s still hard to get rid of their xenophobic tendencies and I’m sure the lack of foreigners has probably made it worse.

      @@AbombOO7 Most likely due to xenophobia than complete racism. Bet you they’d do the same if they were black, brown, ect. The only difference is that black, brown, ect. people probably wouldn’t be as offended or surprised considering they can unfortunately be more likely to be physically attacked by racists in western countries. Heard some Japanese people think foreigners bring in Covid when in reality Covid is already anywhere at this point even in isolated Japan

    Those two changes - elimination of PCR tests and increase of entrance limits - don't make any difference to inbound tourists, as you said.
    However, this *will* influence outbound tourism by Japanese citizens. Especially because a third announcement made in that same period, was the adjustment of travel advisory cautions for over 50 countries which people might wish to visit.
    For two years, the Japanese government has been trying to encourage their citizens to travel domestically and help the Japanese tourism industry (even though it's not enough)... these new announcements appear to tell Japanese citizens to feel free to travel the world, and abandon Japanese tourist destinations, but do not change the dynamic for inbound tourists.
    Something had better happen soon before the rest of the tourism industry goes bankrupt.

    I have never seen this kind of dragging approach to make a decision from any govenment in the world. I start wondering what more steps can be squeezed by the Japanese gov't to allow the independent tourists into Japan.

      Feels like one of those things that Japan always do differently compare to the world. Aging population, isolation, pen and paper bureaucracy, and the Galapagos Effect causing slow progress. I listen to how John Daub felt all the years living in Japan with all the steps the government and businesses do. Including the amount of time just to close your bank account, especially for foreign expats leaving the country.

    I think I can tolerate getting a visa to go to Japan, buying medical insurance is fine with me, even if they want me to do a PCR I'm fine, but booking my trip through a travel agency and let them tell me where I can go is something I will not accept and will not do, so until Japan fully embraces individual tourists like pre covid, I will not be going to Japan anytime soon.

    NOTE the charges that will be made because you HAVE to use 'a travel agency will continue to be responsible for receiving the tourists,
    will be required to arrange round trip air tickets, all accommodation; for the duration of their stay.' 😶

    Thank you Mike for your up date, I'm chopping on the bit here waiting to come to Japan, I have book 2 hotels one in Tokyo & the other in Kyoto & I've got 5 months before I need to pay for them both, I just hope the Government gets these travel restrictions lifted by then I'm ready just need a flight.     I'm curious to see if the rumour of individual travellers being granted entry if they book through a Japanese travel agent proves true. If so it proves that these restrictions are political, and have nothing to do with covid.

      I'm here, without any restrictions (definitely not with any tour group),... you can do this with at least business or spousal visa (diplomatic visa must be even better ...)

    He's in quarantine... not the fault of foreigners tho.
    It's a matter of time before other countries start taking relatiation. Tourists are not really begging to come to Japan... sure they want to go, but it's not a life or death situation unless family is involved. They are opting to go somewhere else or cancelling their trips altogether instead. Japan doesn't realize they will need tourism revenue more han tourists need Japan. Meanwhile Japanese people are spending their money in other countries. Sure local tourism is strong, but the truth is that money is leaving the country and not nearly as much as it used to is entering it.

    A very small step in the right direction. Thanks for informing. However I will only visit countries without any restrictions. I dont support endless vaccinations and whatever. Group tour is an absolute no go. I have lived in Japan 15 years ago and would like to revisit some old places. But not now. Now I can co to Thailand again without any requirement (because they actually dont check vaccination any more), and there are good Japanese restaurants in Bangkok :).

      same here... I have always loved to explore on my own and also used to live in Japan. So I really dont want to book a packaged tour with or without guides. And people without vaccination are even better off when it comes to immunity.

    Not allowing independent travelers to Japan is a slow suicide for the economy of the country. Come on Japan! The tourists of the world will heal you.

      It will help but it’s not crucial to their economy.I believe they opened their borders to Independent tourists only a decade ago. Japan has been around since the B.C. Age. It’s the war that hit them hard but this isn’t the first or the last war so they’ll be alright.

      I'm in Japan right now. Businesses in Kyoto (at least Kawaramachi downtown) seem fairly busy. In Toba (Mie Prefecture) I saw two gift shops and a restaurant permanently closed but the Toba Aquarium was packed with families yesterday. One real benefit with the lack of foreign tourists is the peace and quiet. It's like the country is back to the way it used to be before MILT and JNTO turned it into the world's Disneyland.

      You don't become the world's third largest economy by selling out your country to foreign tourists. I was in Ise Jingu (Naikou) yesterday and it was packed with domestic tourists (on a Monday).

    The visa situation for 'Travel Without A Visa' countries needs fixing before independent travellers are allowed entry. Consulates will be swamped and unable to process visas in a timely manner. Currently, it is said to be five days for a visa. That could become weeks or months.
    Globally, there has been a tide of visa requests and many countries are suffering long delays, sometimes months. Japan was going to embrace e-Visas just before the pandemic hit, will this be the new process going forward?

      The in-person interview was dropped before I applied for my visa. This a single data point but in my case I got spousal visa, installed the SOS app, got tested negative and registered the result before going. I'm in Mie Prefecture right now (without having to join a tour group). Some people have commented about foreign tourism and business,... at Ise Jingu (Naiku) it seemed packed with domestic tourists ...

    This how I understand the Japan Entry.
    Currently a foreign visitor for the purpose of tourism will need to do the following steps.
    Apply for tourist visa from Japanese consulate. Basically you have to visit or contact the US Japanese consulate on for a visa to enter Japan. They will need to know when and where you will be traveling and for how long. Once you have visa squared away. Time to make a travel plan via tour package.
    JTB USA and Japan Experience are just two of many tour package companies. Purchase a package tour that includes the locations you would like to travel. Tour Guide is optional. I believe it was alway optional but that point was lost in translation. Also old fogey Japanese officials assumed tourists prefer tour guides as they probably use them.
    Final step would be the 72 hour PCR test which will no longer be necessary for triple vaccinated travelers.
    Basically how I understand it. It’s hasn’t really changed much. And Tourists will still not go to Japan.
    South Korea is open.

    The next crucial question is, what is the standard operating procedure if tourists get mild / severe Covid? Will hotels allow covid patients to stay and recover? If the covid-positive tourist's hotel is fully booked, what happens next? Will other hotels accept covid patients? If no, then what do you expect covid-positive patients to do - take the shinkansen and travel? Get dumped out on the street because no hotel or any care facility will accept the patient (tourist)?

    Love the country and consider moving there later in my life, the only thing that would keep me from doing that is the fact that japan is lowkey racist against foreigners moving there. Harder to find apartments and jobs etc

      Better to just move to another Asian country. You’re better off in South East Asia like Singapore (though that place is pricy but then again Japan is is just as pricy as well). Truth is in Asia if you’re white you get special treatment

    The week before the changes to the 72 hour PCR test changes, NHK news ran a report about this. They were at Narita talking to returning travelers from overseas. First part was about people who had returned but left family members overseas as they had tested positive before returning. The second part was about people having problems finding places to get the test or had a test and did not get the paperwork before the return flight. I'm not saying the government decision was connected to this report, but people returning being inconvenienced.
    I hope many overseas traveler's see your last couple of videos, they both go along way to explain why Japan cannot rush into opening the borders fully just yet. My wifes hospital is really struggling now with staff shortages and in her job doing home visits she is see more Covid patience's. For her it is all part of the job, you care for people the best you can whatever there illness. However it is frustrating that they have still not been given the 4th shot to protect them a little more.

    still waiting to go without mandatory tours. I can't imagine visiting Japan with tours. My favorite part about visiting Japan was going to places where tourist would seldom visit.

    I think November or December announcement of Visa Waiver is not out of question. It'll probably be in-effect the following month of the announcement. But I think it'll happen somewhat later. The resumption of fair number of international flights at end of October might be in anticipation (or the airlines already knew) of the dropping of the pre-departure PCR test in 9/7/2022. They may have already known the announcement will happen late August but with most tourists, it takes a few months before they are out on a plane because of need to get time off from work, plan the trip, and to try to get the best deal on the ticket. So knowing that, the airlines may have chosen late October to resume some flights. Another batch of expansion/resumption of flights happens end of March. Working that backwards, maybe the announcement will happen end of January with the actual change to ease travel happening in early February. This one might be the Visa Waiver at least from certain countries which people are waiting for.

    Thanks for telling it like it is and informing us about the bed situation, adds a whole new dimension to the discussion. I've given up on going to Japan this year, going to revenge travel to South Korea. Perhaps Japan next year.

    Personal opinion: the reason why tourist visa requirements are still in place might be to give Japanese travel agencies some work. When applying for a visa one is supposed to give information about the purchased tour, which makes me think that the visa procedure is actually meant to check if the customer bought a package tour from a local agency. If people would be suddenly allowed to travel in Japan freely, sure hotels and restaurants would benefit, but travel agency would get very few money. Maybe the visa procedure is just a way to allow everyone in the travel industry to benefit (and to keep numbers down since in pre-covid times there was a problem of over tourism that couldn't be faced with the hospital beds limitations stated in this video)

    When I think about government actions, regardless of the country, I think in terms of incentives. After all, governments are essentially corporations (I'll leave out my perspective on whether that's good or bad).
    So... the question then is what is incentivizing these actions? You made a good point about the government not wanting to take on big pharma but perhaps it's also lobbying? If they're willing to shut Japan down and lose incredible amounts of money in tourism then they have to have something even more powerful than all of that money incentivizing them.
    I'm also not knowledgeable about Japan's banking system but if it's anything like the United States Federal Reserve... then I bet they have a hand in this too.

    They should test people upon arrival. I wouldn't mind a short quarantine. The visa requirement is nothing new to me but seeing as things are still quite nebulous, I think I"ll only get to go back to Japan in 2023.

    Thank you for the update! Japan needs to seriously start opening boarders or the economy will crash just like it did here in the UK,we are in a mess here in the UK and its only getting worse.Comeon Japan, lets get things moving the holiday makers will spend spend spend :)

    I had 4 vaccination shots. 2 sinovac(chinese) then 2 Pfizer shots. I'm worried the japanese government doesn't accept the chinese vaccines! Do you have any idea about the status of sinovac in japan?

    What is the possibility of Japan open up for DiY/Free& Ez (that doesnt need to go thru any Travel agency) by this year-end? (Do note that winter has higher possibility of contracting cold and virus, will Jp govt risk it?)

    Prepare to be surprised again. Japanese airlines have announced additional flights to Japan from the US in mid September. It costs them money to ramp up, so I don't think they would do this based on speculation. They know that tourist numbers are not likely to increase much under the current system. I'd say they have information from the government that another change is coming soon.

      Cool but we had that here in Australia too. The planes were full coming from Japan but empty going back until those from Japan took there return flights.

      I hope you're right, but I feel they're ramping up services to cater for Japanese locals going overseas and coming back. The same with the removal of the PCR requirement because it inconvenienced the Japan locals wanting to travel.
      The LDP couldn't care less about incoming gaijin or the local economy dependant on the tourist trade at the moment.

      @@spun_01 Hey, I'm trying to be optimistic over here! 🙂It might be the case that more Japanese are traveling outside of Japan, but the middle of September is not when a bump in travel happens, generally speaking. Like in many other countries, that's when students return to school, and autumn is one of the high seasons for domestic vacationing within Japan.

I took a gamble and booked cheap flights for December a few months ago, and it's literally my last chance for my family to have one last Japanese holiday together like we used to (due to events happening next year) so more than anyone I really hope you're right.

    To me it seems ike they want to see if they can find ways to improve their economy besides tourism. Maybe they didn't expect such losses from tourism, making the country look weak.

    *This will be a huge failure by Japan and tourism numbers will not increase.* You still have to jump through the hoops of getting a visa from you local Japanese consulate. Then, you will have to pay a travel agency a lot of money for plane tickets and planning your own self-guided tours. *You are not allowed to deviate from the non-guided tour itinerary. This means basically zero exploring and zero bar hopping.*

    The "group tour without a guide" means. That you book through travel agencies. These travel agencies have lists of places that have been certified to allow foreign travelers to come to their businesses. Some places(many places) are not ready and dont want the flood of non japanese speaking people who dont follow/dont know the local rules and restrictions. They will scare away loyal and repeat customers. Behind the scenes businesses/sites will become "foreigner friendly-coming from outside japan", and "non foreigner friendly-people coming from outside japan".

    But those fully vaccinated with sinovac even with a pfizer booster, are still not exempt from covid tests.. I dont mind being tested, but please remove all travel agency conditions for group and single tourists and lift the suspension for all valid visas

      With every venue being so damn small and accomodating groups being such a huge hassle (been with a 20 people group from school, extremely difficult to accomodate all) entering japan with a tour group is absurd.

    The whole situation sounds like a mess... I think everybody would be more comfortable with how everything was set up before the pandemic struck... if Japan would go back to that then their economy could recover.
    Perhaps Japan is trying to revert back to the isolationist society they once were?
    Then you have the United States which has the opposite problem, they let too many people in, lol.

    Actually I think Japan reached peak omicron cases this week where we don't get over 240000 cases day. I hope next week will proof one weak of no rise leads to a decline of the numbers.

      Numbers are manipulated. Look at every other country. Most aren't even wearing masks anymore. They just want to bar us foreigners from letting us in which is BS.

      @@alaskanwhiskey When I enter a country I am a guest. And if the Japanese feel better when I wear a mask in public I will do it. I don't think the numbers are manipulated but I am sure the Japanese public is a white blanket for the Omicron variant because they got the variants befor under control, but therefore no natural immunity build up in public which now effects the numbers.
      And when I don't follow the rules when the public are afraid of foreigners don't follow the rules such a behaviour does not belong to Japan at the moment. Because this wouldn't enforce prejudice in the public.
      I visited Japan many time so I need freedom of travel in the country but I don't get it when I book a preplanned journey at a travel agency.
      Especially when you flexible in your decisions like me to enter the shinkansen and book the bed for this night in the shinkansen 😂

      Sorry to say, it's a pandemic of the mind. You have to be strong and open minded, willing to to look at all solutions to the many varied problems the virus started, but the many multifaceted problems we have created by allowing 'experts' to decide what the best solution is for an entire society.
