Those are scrub jays ( commonly mistaken as blue jays) and are moving down into city from higher elevations as the drought situation worsens. they squawk like that into the plants and knock their beaks against fences to flush out bugs like grasshoppers. They used to annoy me until I realized they were doing a lot of good for my yard. I even let them steal a berry or two here and there as their wages. Now when plums are fully ripe we will likely become enemies again.
I think I might need to "eliminate" that bird at the beginning of your video. I don't mind the dove that showed up later in the video though. More good information and that looks so delicious!
