There is something called a "Richtgeschwindigkeit" which is the recommended speed. It's 130 km/h and applies to all sections that otherwise have no other speed limits. While there are no fines or potential points on your license you may be partially at fault in case of an accident if you exceed that speed. So if you're battering down the Autobahn at 200+ km/h and someone pulls into your lane without checking their mirror you may be partially at fault if you could have avoided that accident by only driving 130 km/h. The idea that you can drive as fast as you want without consequences is wrong. The lane discipline on the Autobahn is generally quite good but someone going well above the recommended speed should always expect that someone may pull into their lane.

People who just dont use their mirrors and merge into the fast lane like this (far to common nowadays) should get their license revoked for creating a very dangerous situation since it can really end up in a deadly accident. Its not the fault of the high speed driver. Actually when going at high speeds you are way more focused and aware of the other traffic on the road.
