Interesting to note that Agony says it was said to have been wielded by the gnoll scion of a flesh-eating Demon Lord, who I'm guessing is Yeenoghu, especially seeing as how it says a gnoll wielded it. I can see where they, or wherever they got their info, thinks it might be from Torog the crawler king though, with torture being one of the big parts of Torog.
Didn't vecna become a God AFTER the calamity? Most of these were created after the return of The king of Hell to exandria to battle the betrayer Gods or the primals

I think that when they were first created and used, they were at their peak, and now after centuries, their power has faded and needs a strong wielder to bring them back to full strength
