I have a question: Which dlcs (if any, I'm not sure if I understand everything correctly) changes your starting area? Because I just tried the free demo on ps4 and you start in a boat, then escape some slavers and blow up an other boat, and then wake up in morrowind. Since Morrowind was a dlc, I assume this was not the original start scenario and area of the game. If so, how do I choose which beginning I do and where I start? Is it by race or faction? Or in a menu that was just not part of the demo ? Also, I'm guessing we could have access to an other starting area with the Elsweyr dlc ? I'm just very confused about it.
DLCs are not necessary if you're just starting out, unless you wanna have more content/lore to explore. But I think the ESO Collection (not the Collector's Edition) is a great deal, as it has 4 of the most "useful" DLCs I would say, for example the Thieves Guild DLC has the most advanced end-game trial, Orsinium has the Maelstrom Arena, etc., but these are end-game content, they're not really for beginners, but they come in handy later on. But it also has the Morrowind and Summerset chapters, they have very nice story lines and awesome zones. If you're unsure, you can try out the game for free, there are free weekends occasionally.

Will that be fine or will I be missing too much content or be a noob in certain dungeons so it could be a negative ?
ESO+ is not required at all. It would give you a 10% XP bonus and the unlimited crafting bag, that's the only thing that would help a little bit when you're just starting out, but other than that, the DLCs won't make things faster (or your character stronger). There are some very good item sets that are part of DLCs, but those are for end-game content mainly. Content wise there are lots of hours of questing in the base game already, more than enough until you reach level 50 CP160. I personally waited until I hit max level and when I felt there is not much content in the base game left and I needed the strong end-game items, I purchased a one month ESO+. It wasn't enough to clear every DLC, but I could get the items that I wanted and farming materials with the unlimited crafting bag made things a lot easier, because I could level the crafting skills much faster, without worrying about the inventory space. I would advise the same, if you wanna make the most of ESO+. :) (But also, you will certainly run into a free ESO+ trial until you reach the end-game, so you can try it out for free and decide if you wanna get it earlier or not.)
I would recommend waiting, there is a staggering amount of content. When i got eso plus i was cp 160, now i get to just slow down and really enjoy the game, without feeling like im in a rush to reach said lvl.

(I just made a video about this recently btw :D) They're making some changes that new players can benefit from, e.g.: they stopped increasing the CP levels, changed the racial passives to make the races more versatile and added a zone guide for easier questing, so I would say it is easier to start the game now than ever. And if you're a TES fan then it's definitely worth a try. Sometimes there are free weekends, so maybe you should try the game on those if you are still not sure. As for the DLCs, I can't speak for others, but I personally enjoy the story based ones. Thieves Guild and the Dark Brotherhood DLCs add some cool features, e.g. the Blade of Woe and the different passives for thievery, those are definitely worth it, then you got the Maelstrom arena as part of the Orsinium DLC, where you can get pretty powerful weapons and have an advanced end-game experience. I really enjoyed the chapters too, especially Summerset, because of the story and the beautiful scenery. There is this ESO Collection (not the collector's edition) thingy on Steam, which basically contains the base game, Summerset, Morrowind and 4 DLCs: Imperial City, Orsinium, Thieves Guild and Dark Brotherhood. I think that's a nice deal, if you are interested in these DLCs (and it's cheaper than buying them separately from the in-game store).
The gold edition got removed from the stores last year, but it only gave you the first four DLCs: Imperial City, Orsinium, Dark Brotherhood and Thieves Guild. There's the ESO Collection instead, which is basically the same but it also gives you Morrowind and Summerset.

I would say in the beginning don't worry that much about DLCs. Get familiar with how the game works through the base game, e.g. do the main story, run dungeons, try PVP (if that's your thing), level your professions, bake sweetrolls and once you learn the basics, you'll have an easier time deciding which content to play next. :) You can also try the DLCs for free on ESO+ events!

That's right, you get 1.500 Crowns with it. You also get 500 with the base game, so you'll have 2.000. I would go with a DLC, because everything else in the store is just cosmetics. For 2.000 you can only get one as I can see, either a dungeon DLC or Clockwork City, Murkmire, Thieves Guild or Dark Brotherhood. I wouldn't buy a dungeon DLC, because the sets I go with drop from the base game and the chapters. I think during a free ESO+ event you can totally play through all the dungeon DLCs and get everything from them, there's no need for permanently unlocking them. From the zone DLCs I would go with Dark Brotherhood or Thieves guild as I like the stealthy play-style. Or Clockwork City, just for the trial and the transmutation stations (although you can access those stations without the DLC too, if you visit someone's house who has one). Also, don't forget to claim the Imperial City DLC, it is free and very helpful if you do PVP!

I think it should be pointed out that Summerset will most likely become a DLC once Elsweyr comes out, as that's what Zenimax has been hinting at.

No, Crowns can only be bought. But you can also get some if you have ESO+ subscription.
BUT you can buy DLCS via tradin with other players for gold, and then they send you the DLC via gift

Unfortunately you can't choose the tutorial location, the newest chapter you own determines which starting quest will guide you through the beginning.

Just ordered the main game through steam. Apparently it includes mirrowind. It seems like steam only sells the content at packages.
Can i play these dlcs even if i just started? Or do i have to lvl up more to be able to go against the enemies?
I got me a The Elder Scrolls Online Gold Edition (PS4) but cannot find the Dungeons DLC on this disk but are there any Dungeons on it.
The dungeon DLCs are not part of any collection, but there are a lot of dungeons in the base game already.
