You gotta wrap plastic onto it and not have it in the sun and it will work great. Also once down to bare aluminum, you gotta give them a wipe down with acetone and then quickly get powder on them. Otherwise Aluminum will quickly develop an oxide layer on the bare metal.
Oem finishes tend to be harder for it to bubble but on wheels that someone else painted the rustoleum aircraft remover bubbled up the paint all I did was power wash it off it took most of it off two passes should do the trick before I hit it with sandpaper and a new coat of primer

Somthing was wrong with your kleenex strip that stuff is bomb. Did a couple factory bike wheels with it spray leave wash polish done.

You needed to outgass them to avoid orange peel.
It dried up because you left it in the sun and the solvent escaped.
