Car Stopped In Middle Of Highway

This car was stopped in the right lane on the highway (75 MPH speed limit) . Luckily I was paying attention and noticed I was closing on the car extremely fast. I'm not sure if I handled the entire situation perfectly but overall I'm happy with how I dealt with the situation. I don't know why the car was stopped there. I don't know why the guy was yelling. This video is for educational purposes.
