Wow the amount of detail here is incredible !! I'd reccomend pausing video to read all the text or look at images better, they have hidden some things in it. ;) (under bed at 0:30 as example) You even find exposition, the main character is MISS WINTER, they are single, they purchased their house on March 1999, and make an annual salary of: £18,000.

this is scaled up. the design house that did the animation lost the whole thing on a hard drive and had to pull this from a low-res render. The original is 360p, that's just how it is. So this is scaled up and sharpened, and 144, 240 and 360p are listed. To guarantee 720p you need to put a AVC/AAC 1080p 25Mbps mp4 here
Now why would you say it's HD when it's just sharpened upscale and with a simple deinterlacer. One of the production companies posted that video on Vimeo few years ago, and I've asked why all the copies of this are so relatively bad quality when all the graphics are pure CGI. Apparently intermediates were being transported in analog form on Beta tapes. So sadly a perfect copy just doesn't exist. :( Best bet at this point is to find a high bitrate MPEG2 interlaced transfer and apply that super-slow sophisticated deinterlacer for avisynth for the interlaced parts. I've seen some SD TV rips processed with it and upscaled to 720/1080p50/60 and the difference (vs real-time deinterlacer on a video-card or real-time software deinterlacer) is quite noticeable. I couldn't find a decent source yet :( I do admit your upload is one of the better looking ones.
Well, back on these days we got HD videos upscaled from 320 ones without any enhance, also this is from a original dvd from those years, and even it looks better than this, maybe ill upload it again wadayatink?
I like the analogue look, even with the interlacing and colourbands. It gives it a worn look, like on a real info-graphic book/sheet. I don't think it would be quite the same with all clean and perfect colours
