Which is why the Farmers Almanac and the U.S. Naval Observatory (that maintains the country’s master clock and calendar) mark the decade from 1-10 not 0-9. Same reason we are in the century of 20 but count it as the 21st Century. We are in the tenth year of the second decade of the 21st century. Next year will be the first year of the third Decade of the 21st century.
