Car is a Mazda RX7. the last generation of them from 1992-2002, the title 3 rotor is the type of the engine, like V8 means you have 8 cylinders 3 rotor means you have three rotars. Rotary engines are stupid engines that are impractical for nearly everything except racing (Which is why I own one). It's basically a triangle spinning inside an oval, in this case there are three rotars The 20b denotes the type of engine more precisely 20 means 2.0 liters, the b tells you what revision the engine is

The cool thing about the rx7's is that they do this (to an extant) from the factory without a rev limiter. my 91 will shoot 3 foot flames and all i have is an hks intake and a racing beat exhaust.

SRs aren't notorious for lubrication issues. It's the rocker arms that people are complaining about, but there are rocker arm stoppers to solve that problem (or at least make it less frequent). RBs are the ones with lubrication issues thanks to the crank collar, but I believe that was fixed on the R34 a little bit after production started.
the stock M20B25 (which is 170hp out of the factory) can make up to 400hp with just boost and an upgraded fuel system before you're posing any threat to it. the M10 (which, I think, are under 80kW out the factory) has been built to about 170-180kW (230-250hp) in Estonia, and it ran safe for years, the owner sold it, because he wanted new challenges. the M30 will become a torque monster, when turbocharged (has 305Nm stock, but the stock engine can take more than twice that), etc
the weird thing is - on some cars - it's a 25+ yr old (originally NA) engine, and then you just slap a turbo and a tune on it, and you can call it a day, because it actually can take it. now that's the kind of engines I like :P
It constantly pumps fuel/ spools the turbo so there is little to no lag. however this is at the cost on the life of the turbo. The flames occur due to left over fuel that hasn't been used.

well for one, this is a much higher horsepower car with a much bigger turbo. second, rotary's are known to be fire spitters in the first place so that definitely puts an edge on the rx-7. there's probably other factors as well but those are for sure 2 things that lets it spit big flames.
I understand that I can read the title... Regardless of the two step just about every video involving a rotary shows them spitting fire. I'd like to know why they do it so often and so easily.
the M60 and M50(mentioned before) are very good bases as well, but they're both just under 25 years old (oldest ones of both of the series are 20+ years old). both have proven to be excellent engines to turbocharge, and have shown performance and reliability, even when factory output is doubled. now, that was BMW engines I could remember off the top of my head. there's always Mercedes, if you'd like... :D
BMW M20 and M30 engine series (the M30B34 (sometimes badged 3.5) 155kW originally) can take up to 1.3 bar with the original head gasket, and then it's on its limit. but @ 1.3 bar it makes around 500hp :) and well, the M50 engines are starting to hit 25y.o as well - the oldest ones are over 20 years old by now.if you want a 4cyl - the M10, M40, M42 and the S14 (last one being a bit more expensive choice).NEVER forget the mighty S38, the 3.5-3.8l E34 M5 engine (there's a 1400hp one in Norway :)
