They would probably still beat it. Nutrition and training is just so much better these days then back then. If Merckx would have had today's tools back then? Probably not.
i think it's a difficult question to answer in any realistic way. when going fast enough (not just on a bike) air friction plays a larger and larger role in power consumption... at about 15km/h air resistance is the main force the rider works against (it goes up to over 90%) at the speed these riders pedal. so pedaling in open air for one hour presents the rider with such inconsistent air resistance that a world record would depend a lot on pure luck of wind direction and intensity... ps: even sprint runners feel this 'wind inconsistency' and at a certain wind speeds, the races "don't count"
