If Springfield's law enforcement wasn't corrupted by complete stupidity, Wiggum would lose his badge and go to jail for trying to feed Homer forbidden insanity peppers! Though tracking them down would also be a major crime in itself, and scolding the victim like that wouldn't help in his favour either!
I tried one of those spices and even if you swallow it like Homer it hurts as it passes through your body. Their purpose is to make food spicy using fewer peppers so are meant to be diluted. For example, instead of putting 5 peppers in the pot, you could put 1 of those in to get the same effect
I love how Wiggum doesn't even bat an eye to the fact that Fat Tony admits that a 10 year old made and served an alcoholic drink to a police officer lol
