Never seen anything like this, how do the lights even flicker fast enough to be in sync with the blade rpm? How are you accounting for light position relative to the diameter and the different speed each light turns at? This is crazy.
LEDs can be switched very fast. Small single color LED can be switched in single digit nano-seconds. Larger LEDs (size and current) take a bit longer, but you can safely assume that 1us or switching one million times per second is achievable. At the out rim of those LED blades the speed will not exceed 100 m/s or 100.000 mm/s . So switching a 100.000 /s for 1mm resolution is just fine. The position of the blades is only measure once per rotation. You can see this! While the blades are spinning up (rotation speed not constant) the image is distorted. Once the speed is constant its stable. With stable speed a once per rotation trigger is enough to calculate each pixels position precisely. The rest is mathematics. Basic geometry for projecting an image to moving. Or rather the inverse, tracing the path of an LED through an image and turning this into a calibrate light curve. BUT: 1) There is a bit of an electronics and electrical engineering challenge to create the driver circuitry for those LEDs, and do it cost efficiently. One may not want to use a driver for each and every LED for cost reasons. As we have a bit of leeway between the required frequency (1MHz) there is a bit of room for optimization. 2) One also needs to calibrate the LEDs, as efficiency (current to light) can vary and the brightness levels on the outside need to be higher than on the inside. 3) The mechanics will be prone to failure if designed carelessly. 4) The system neeeds to e somewhat modular to be repairable All in all the basic principle is trivial. Reliability and cost efficiency at high resolution are the challenge.

Noise level would be minimal since the aim of the fan blades is not to move air. We have ceiling fans which are larger and are mostly quiet. Safety.... yeah... that is not something I would have around children. Will have to put it behind a glass wall.

I would imagine it is no more dangerous than a ceiling fan.
