I recommend you focus on configuration rather than brand name. Based on what you intend to use the Laptop for, I will recommend mid range PC core i5, SSD drive, minimum 8gb RAM. For better understanding, watch my video on things to consider before you buy a laptop on this channel
I don't understand this question very well but if what you mean is if someone specialized in ICT in college when he/she did not do the subject in secondary school. The answer is YES! Anybody can move into IT at anytime if they so desire with the right mentor and tutor.
