I'm sure that "finding a landlord that will work with us" means finding a landlord that will put up with them being late with/not paying rent. My sister has a cousin like this. I don't see the point of the writer calling her (the murder victim) a junkie. I get it, she did horrible things including drugs. But calling a deceased woman, who was left to rot, "junkie" over and over is just low in my book. That junkie is someone's daughter. Nevermind describing her this way doesn't add anything to the story. It is just disrespectful and unnecessary.
