That's not a flight engineer's panel, its for maintenance. But you'll be glad to know they actually made a few with engineer panels! Look up "Ansett 767 flight engineer."

Not a flight engineer panel. Only five 767s were built with FE panels, all -200s, all for Ansett Australia, and all converted to the usual two-crew configs later on.

Yes it is, check the registration. It is a 767-300 belonging to PrimeAir. This one has just been retrofitted to have more modern avionics.
