My guess is the green plastic is there to help the plant climb and since it’s slotted I feel it give plant better “grip” to climb up. I’m just guessing tho.

I've seen people put soil in the middle and make holes along the pipe. The dragon fruit has tendrils that look for nutrients. They latch-on to those holes and help the plant stay healthy.
