Harman needs the OG so the HS will keep existing, but he was brainwashed into that cause. Keep on researching the game to find the truth. I suggest Hand In KIller7. Good interpretation though, it doesn't hurt to let the mind come up with personal interpretations in the surreal.
Just an amazing touch of insanity to an already insane game, really bizarre and eerie but doesn't feel out of place considering you were playing as Garcian.
