For sure man, as long as you have some solid rims to paint. As this was the base model I had to upgrade the rims as it came with steel wheels and hubs. But painting is a good cost efficient way.
Each rim is 130 and for all 4 it is 520, If you aren't referring to the cost for the rims please give me some context to further assist you with that question.
Hmm I didn't seem to have that problem, are you installing on a 10th gen civic or another model ? The dimensions of this rim used in the video is the same as the stock rim just aluminum instead of steal.

The rims rim bearly clears the brake and rotor.
