Which software you used to make data packs.?
there's not really a dedicated software to make datapacks, even notepad would work, but I use visual studio code eith the datapack helper plus extension

That shouldn’t happen, it works for all my friends and other people too, are you maybe using a work account or a school account? That could be the problem.
