Neuro dog (UK) was an additional time-consuming barrier before this anime convention (US). You're not alone in difficulty understanding this chaos. Due to latency, there were many people talking at the same time as Neuro. Also, Neuro could hear Vedal and Filian more easily than event attendees, so she would sometimes mishear or respond to the streamers instead. I'm guessing you could already hear the double audio as well. Trying something new resulted in a rough or "scuffed" stream experience.

Well, I'm a bit ashamed to ask this, but Neuro-dog was that backpack? Before this stream, I thought a robot dog with Neuro-sama AI would walk around and chat with people IRL, and maybe she would say “dog I am.” Neuro-dog というのは、あのリュックのことだったのですか？この配信を観るまで、すっかりあのロボット犬(dog I am のやつです。)が現実世界で歩き回ったり人々と話したりする配信になるものだと思っていました。

The dog was not feasible because the US anime convention was too soon, the dog would have to ship from the UK to the US, and someone in the US would have to learn to initialize the dog 2. There were many confusing moments. The latency of Neuro's answers means she may talk at the same time as live viewers, and she sometimes responded to the other streamers (Vedal and Filian) that the live viewers could not see.
