It is highly dangerous to take young teenagers who believe they are suffering from gender dysphoria without lengthy examinations into their state of mind. But while that may seem to apply to the NHS's failure to pay sufficient attention to these issues, even that apparent 'cock-up' needs to be considered in the context of the predictable opprobrium that paying greater attention would have entailed. Was there a climate of fear within which regulators operated, and which worked against scrutiny? And if so, was the creation of that climate a mere 'cock-up,' or something more deliberate?
