For me personally, you have forgotten the most important game when it comes to urban planning. And that is "Foundation". With 7134 hours of gameplay, I can't get enough of it and I have the impression that I'm not even halfway there yet. The game is endless and if you have a lot of imagination and the insight of an architect, you can create the most beautiful pearls you can imagine. Highly recommended.
