Why don’t the manufacturers do this step before selling the masks? What is the purpose of the silicone layer on the lenses that allow them to fog up?
What’s the tradeoff between removing the silicone layer and leaving it on the inside of the lenses?

The silicone is a protective layer for the lenses during the manufacturing process. It also acts as protective layer for distribution out, this is why they leave it on.

I tried while undewater, but batteries were not included with the matches and the wifi wasn't working with the lighter.

Exactly, as so many people damage the mask when trying to burn it and this why we showing better safer ways.
