It's a rivet nut gun.
There are threads inside to put screws in.
A rivet tool that joins 2 pieces of metal together is a standard rivet gun with pulls the small rod and pulls the ball through a collar to crimp the 2 pieces of metal together. Those are smaller and are mainly used for sheet metal.
This is best used for things like body panels on vehicles.
If you need to attach say a fender to a body panel and don't want to use nuts and bolts or you can't use them due to no access to the back of the panel, you crimp a rivet nut to the panel and then you can use the correct size screw to hold the fender or whatever you're attaching.

Folks, while a nutsert can rivet two things together, this isn't its intended purpose. Use rivets for that. It's meant to rivet a nut into a single piece of material. You can now attach things to that material with a machine screw (a bolt).

Still using such a laborious tool? Sigma rivet nut adapter makes it easy to set the rivet nut! It's time to have a more relaxed tool.

Once the rivetnut is in place you can use the bolt of same measurement.
