FERPA vs HIPAA: Student Privacy

The Question Asked:
"Is it a Hippa violation for the teacher to tell the class that your child gets extra help or time on test because she has a 504?"

What's the point of signing opt out forms regarding photography /videography if the school is going to take pictures of the child and release them to the public anyway? Individual head shots, 1st and last name, and the schools name!! Arent families allowed to have privacy?
