FERPA and whether video footage is considered educational record and privacy considerations

"Can a school refuse to let a parent view video footage from a school security camera of an incident involving their child in order for the parent to prove or disprove that an incident happened or so the parent can become more familiar with the circumstances of the incident? Is it a parents right under FERPA? Or can the school claim that it is not allowed because of the privacy of other students?"
