Explaining Prior Written Notices and their importance in advocacy against bad decision

The IEP indicated need for 1:1 Aide support in the IEP, child falls due to failure by school to provide this level of support, IEP meeting is convened where the SPED Director amends the IEP and removes that level of support as though "deleting" prior supports magically turns back time and removes all accountability....

Thank you for this. So well timed. I feel strongly that this applies to an initial evaluation meeting where the IEP team makes determinations on the evaluation completeness and the eligibility. The multidisciplinary members made decisions and the parent's opinion was not elicited, resulting in a change in the evaluation (no additional testing determined necessary) and a change in the criteria for determination of eligibility (criteria that disqualified the student and I can't find anywhere in the code).

If you have the IEP for speech, does the parent have the right to decline an evaluation? The child is 5 and still getting accused to the rules and day to day activities and is also very playful, but one teacher seems to think they have ADHD?
