He ruled centuries before the rise of Assyria and Babylonia, during the time of the Sumerians. Its actually quite interesting how the mixture of akkadian, sumerian and several tribal nomads that came down from persia prior lead to the ethnogenesis of the assyrian and babylonian civilizations after the end of the sumerian Renaissance.
