you seem new to bench marking witch is fine I can tell you why it dosent drop in the town on high settings when you where on low the CPU was the bottle neck witch is why the GPU usage was below 90% when you where on ultra the GPU whent to 99% and became the bottle neck and the CPU was mostly working at the exact same speed as before mostly to do with the high amounts of NPCS

how's the performance in bigger cities like st dennis?
Drops slightly (to around 30-35 using my recommended settings) but still very playable :)

Make sure you have HDR enabled on your steam deck

Yes but it installs automatically, you just need to log in once
