I wish they would make a full game that was just competition levels. In the 90s I sent them dozens of drawings of potential levels. I think having dozens and dozens of these in a game would be great, especially with multiple players.

I think Azure Lake *could* be what's truly above HydroCity, as Angel Island could've sent Sonic to somewhat of a chamber far into HydroCity. More about this, is that HydroCity originally had leaves that were similar to the plant life in this zone.
I always thought it was where Launch Base was built. Say you had one of those Past signposts in Launch Base, go through it and you'd end up in the Lake.

Yes, Azure Lake is also in Sonic 3, but it's never stated that Azure Lake, and the versus mode levels in general, are located on Angel Island as well. And I don't think the home to the Master Emerald is also the home to such modern man-made locations like Circus Park, or Chrome Gadget. Then again, there's Carnival Night, so . . . who knows.
If 2P levels aren't located on Angel Island, then that's a possibility. Sonic 4 Episode II states Never Lake is located in Sylvania Castle Zone. Now compare the two. Azure Lake and Sylvania Castle are very similar.

It so awesome that I found out Azure Lake is a real life place in Canada, a camping resort. I would love to go there, and play this theme!
There's also Labyrinth Bay, Utah and Emerald Hill, California
