Simple bro first add motion tile effect to your main video clip then a effects panel will open increase output hight and output width until it fill the screen 👍👍✨
For the position shake, there are lots of good tutorials on UA-cam. I would recommend finding one that looks good and following it. In terms of smooth black bars, you want to make sure that you're graphing the scale value (or completion value if you use CC Jaws for bars) to create easing for the bars. If it's too confusing, I have a separate black bars tutorial on my channel.
Press U to reveal keyframes. You seem to be struggling with very basic AE concepts, so I would recommend watching a more introductory video before trying to follow something like this.
