Fun fact this could actually be somewhat possible on the Game Boy
Toy Story racer on the Game Boy color actually used really scaled down FMV cutscenes and it looks really good for the time so something like this could be possible

​​​@@MadmanWthABox I used a plugin called RetroDither, but I implemented other techniques as well. Such as posterization, vibrance adjustment and recreating the grid used inside the screen of the original Gameboy.
And yes, I rendered the whole thing at an interpolated 12 frames per second.
