The forks look the wrong way round to me, but you never know, that might be the right way as it is. With a skip tooth chain and wheels that aren't laced, square headbolts, riveted crank, it's definitely old. Between wars 1 & 2 I'd say. Do I detect a shadow in the rust on the head tube? Something resembling a Raleigh heron?

Are we sure that’s a commercial bike and not some one off? The 1930s would have a ton of machinists around post war.
I was wondering the same thing, it also kind of looks more Asian style to me. maybe they saw it over sea's and made one when they came home.
