How many OEM's have you seen put a radiator in the front of the radiator vs the rear of it? The point of no radiator in the front of the radiator is so you can get maximum airflow coverage while the car is moving. Right now you have a huge fan in the way to block and deflect the natural airflow of the radiator while in motion, thus creating more heat. Once you stop your car THEN your fan is pushing air through an already heat soaked radiator. The majority of cooling of the radiator comes while you are moving. The fan is just there to keep the temps in check while you are sitting stagnant. Put the fan behind the radiator pulling air through the radiator to cool it.
