The entire war takes place in a single strategic region and therefore within one army HQ. If you declare a recruitment effort as well as a social mobility decree at your capital and have your general retreat to standby at his HQ after your initial free push, you will be able to defend all of your territory (even isolated fronts to which you would otherwise have no access to) without any attrition and while having both 25% faster recruitment and 25% faster training than Brazil due to the decrees.

@@Kinem0d If your general is stationed in his garrison, he will also take direct command of any battles involving said garrison, so your troops will still benefit from his traits. He will even be able to fight simultaneously at every front at once, as long as they are attacking his garrison.

@@Kinem0d To explain why the social mobility decree is important, the most limiting factor when hiring new troops for your barracks are the qualifications for officers. They require at least 50% literacy or have to be promoted from Servicemen, so the social mobility decree will address both the literacy target as well as increasing the qualifications gained through being employed in similar professions. As a rule of thumb, your pops will have about twice as much base literacy as their standard of living (SoL) to which institutions and decrees add to. Thus, the social mobility decree should allow any population group with at least 12.5 SoL to change their profession to officer, while also increasing the amount of monthly pops that are considered to be qualified to be officers by 25%. If you have access to an education system, the minimum SoL to become an officer will drop by 5.0 per level of institution and thus, in combination with the 25% access to education from the edict, allow even peasants with 7.5 SoL to have access to the necessary education to become an officer at the first institution level.
