First I give you picture of war in that period of time. Initial years of war were bringing unpleasant news for Allied countries.While Hitler was devouring European countries with incredible pace, its war partner Japan was expanding its conquest after capturing vast areas of Pacific, Far East, Malaya, Philippines, and Burma. Allied forces were heavily depending on Indian forces [largest mercenary army in the history of warfare]. While everybody acknowledges Indian Army's role in WWI and later battles of WWII ( Battle of Imphal, North African campaigns against Italy, Battle of Al Alamien, and European fronts) but reversals of Indian Armies in Malaya, Singapore and other places must not have left any good impression about Indians. Japanese were cannablising Allied POWs in Singapore.On top of that, Bengali leader Subhash Chandra Bose had started 2nd rebel army ( INA) from Bengal. In such a chaotic situation, war cabinet might have committed any error. Otherwise, Churchill had advised Indian administrators to deal with famine effectively. Please read his speeches of that time in other side of the story.
As you mentioned, low crop in those years, inflation, wartime chaos, and arrangements of supplies for big offensive against Japanese and elsewhere might have aggravated the situation. Had Japanese captured India, they would have done same treatment to Indians, what they did to Singaporeans and Chinese.
