I think Edgar did it on purpose. Neuman got V from Homelander to keep her daughter safe, she could have gotten that from Edgar. And she could even gotten V24, in security guards protecting her daughter. Edgar tells Homelander that he's on his own now - which he is - which he won't be able to handle. Edgar then get's what he want's - Homelander back on the leash.
Stop overestimating Edgar only cause he is played by Giancarlo Esposito he got punked by Butcher last season. He is a very intelligent man but nowhere near as cunning as Gus. Edgar's character is the personification "the bottom line" so there is no way someone like him would willingly go forward with a plan that puts someone like Homelander at the top of Vought

It seems that the Russians took soldier boy to experiment on him, in order to essentially turn him into a super weapon that could be used to kill other shoes. If that chest beam can disable another supe’s abilities, then theoretically it can make Homelander vulnerable.
The clothes can't teleport but the body only. Realistic!
Soldier Boy is like if the Russians took Captain America instead of Bucky, Soldier was turned into wmd plus the powers he already had
solider boy has the power to burn away all compound V from your body and make you a normal human. that is why he is the weapon. he is like that kid in X-Men 3 who negates mutant powers.
