Garou isn't taking revenge or acting on a personal level for his bullying, that's why we see the kids and teachers from Garou's perspective, he doesn't remember their faces or care about them individually, just shadows to form his ideology/world view.

Below is just information about s3 based on what I could gather. hope it helps.
I know there was news about the manga artist tweeting that we will get s3 next year. All of us had already assumed that it would at least be released next year, so getting the author's tweet backs up what we know.
His tweet was retweeting something about a leaker stating that OPM would release s3 next year. What news we have is based on speculations from sources, but if we get the next season, I hope we at least get a second core immediately the next anime season. We usually get 12 episodes each season, and just 12 episodes with a big break will not be enough to reach the important stuff next year.
Just imagine reaching a good point in the story and getting 5 years break again for the story to continue. I will genuinely sob with frustration.

You were saying that bang and bomb will loss to garou if he was at his best that sounds so funny because i have read the manga let me introduce you to what a monster bang and bomb are these are very minor spoiler but I won't spoil anything for season 3 for you so when bang aka silverfang was about as same age as garou he just wanted to fight he would find anyone strong and fight him and beat the shit out of them but bangs older brother bomb sayed to him that this path which you are going on right now is wrong and told him to end pointless violence but bang won't get convinced so easily so bomb had to fight bang and beat some some sense into him after which bang went on a self improvement journey and created his own martial art style which is water stream rock smashing fist which a style meant for a weak person to protect itself and defeat a person several times stronger then them selfs bang also known two styles which he does not uses one is the awking breath to go 100 and use the fullest of anyones body and there is the last style which he will never use which is exploding heart release fiest he never uses this style because it reminds him of his old time when he was arogant and immature ther are also things which people don't get like when the metro was falling on the city bang was with not only to save him from the meteor but he would have stoped the meteor if saitama wasn't there . Also when the fight with boros ended and tatsumaki slammed genos on the but she stopped because silver fang sayed so . Just to give you a heads up even genos could see the drastic difference between the skill level of bang and garou is strong but bang is just too strong see it like this garou used bangs martial art which he created to defeat his first s class hero
