The base platform seems to be more weathered and a lot older looking than the megalithic structure on top of it, the style is also different and was probably added or repurposed much later on. Ignoring the later work done to it, I wonder if it originally was designed as an extremely robust flat surface that needed to be risen up slightly above the surrounding terrain, the position also seems to suggest it needed to have clear approaches.

the local population around the world, in all countries, at all times, stole stone blocks from similar archaeological sites, the stone blocks were broken into small pieces and people built outbuildings and houses from them
Notice the small stairs and door (actually normal for us) compared to the huge gate and the remains of the original huge stairs in front (2:35) ...this can't be a build for people of our stature!
