I’m late to the party but I literally just unlocked it at level 40 cause I explored the town for no real reason and talked to him lol. I don’t remember a dragon attack at all. Last thing that happened in Melve for me was that guy got banished. Maybe there was a dragon? I can’t remember but I definitely didn’t is Sigurd at all.
