Sometimes both. Sometimes it’s just the specific photos/videos in question, usually specified by date/time. And sometimes they give you the entire photo and video library. Depends on the state, county, municipality, etc. and strength of their public records policies. I’ve gotten both. So if you’re a public official with lewd images on your phone it’s definitely something to think about.

The two police officers who were called based on lies and ignorance of the law and people's basic protected rights acted perfectly from the word "go" so kudos to them. The Town Manager, Human Resources Director and City Treasurer ALL need to make sure they provide constitutional rights and laws training to everyone who works for the city, and for them directly (they ALL work for We the People and they had better get used to it).
