You can import conversions from salesforce to adwords, As well as you can upload offline conversion spreadsheet into adwords but few tags u need to update to make this function working.

To run Mobile Ads - Under Campaign < Setting < Device < Computer bid adjustment - Decrease by 100%, Like vise versa.

Avoid doing changes in campaign, Create adwords account from new system, Avoid duplicate content, Follow Adwords Advertising polics.
