The procedure is legal. That's how software developers test their Apps on Amazon fire stick. Sideloading is even documented on the official Amazon developer page on how to test apps on the platform. However, that's not to say that it can't be used to install apps that stream illegal content on the platform.

Does the xplore/other sending files method work on fire stick? I found that's much better for me than using the Browser app interfaces.
How do you sideload to a FireTV if you only have an iPhone or a Mac? Are there equivalents for those devices?
